The draft resolution (Reg. No. 4639) suggests “in view of mass disturbances in Donetsk, Luhansk and Kharkiv oblasts on April 6, 2014” recommend the Acting President of Ukraine to immediately exercise all powers stipulated by the Constitution of Ukraine and the Ukrainian legislation, including by the Law “On Legal Regime of State of Emergency” to restore constitutional law and order, as well as activity of state authorities and sign the decree on introduction of a state of emergency in Donetsk, Luhansk and Kharkiv oblasts and refer it to the Verkhovna Rada for approval.
In the course of discussion, Committee members noted that the draft resolution contradicts the Constitution of Ukraine and the legislatively established order for introducing a state of emergency in the country or some of its regions.
The people’s deputies took a unanimous decision to recommend the Verkhovna Rada reject the draft resolution.
